Slow motion in iMovie 6?

How can I slow down a video in iMovie 6? I'm seeing these screenshots of a speed changer at the bottom of iMovie, with icons of a turtle and rabbit. I don't see that on my iMovie.
 
Go to the "Editing" tab, then the "Video FX" tab; it's under there as Fast/Slow/Reverse.
