"Slow" scrolling gone in beta 4?

I'm not sure if anyone remembers, if it was iOS 6 beta 1 or 2, but if you held down one finger on the screen, and scrolled with another finger, it was a slower pace scroll. But now that doesn't happen in Beta 4

Hm, cause it was system wide in beta 2 and 3 for sure, but now it's gone in beta 4.
