iPad mini Slow WiFi Speedtest

For some reason, my iPad Mini tops out at only 3-5Mbps downloads and about 4Mbps uploads using the speedtest app.

When I use the same app on my Nexus 4, it tops out at 40Mbps downloads and about 20 on my Nexus 7. iPhone is about the same as the Mini.

This is using an AEBS.

Anyone know why?
