Every time I download an app from App Store, the size is half or less of the stated size. I notice this when I’m without WiFi, I just downloaded an app where the description says 20MB, but when I click download I get an pop up asking if I should download it now on 4G (size 9MB), or if it should download automatically later when I get WiFi.

Is this new in iOS 13? How does it work? I understand that an update can be small if the system would just download the changes (like Chrome does on desktop), but what about a new app?
