I was deleting useless files from my hard drive when i realized every picture that I have saved has another smaller version of it, usually around 360 x 201
does anyone know why this is, can I delete them?

Where are these files? If you're mucking around inside the iPhoto Library, they're probably thumbnails, and if you're in there, you don't want to touch anything because you'll break the iPhoto Library. If they're elsewhere on the drive, they may have been thumbnails created by another program and may or may not be safe to delete.

I see them when I click "apple mac" on my desktop then go into "all images" under "search for"

Be very careful with that. That is a search, not a folder, and it will show all image files no matter where they reside on your computer. I absolutely do not recommend deleting things from there, as you would have to be incredibly careful to avoid deleting something you shouldn't.
