I ordered a smart battery case on eBay and it came with no charge, it was sealed in original box. Do all of the charging cases come without any charge? Thanks
 
I think it's not accurate to generalize about all charging cases.
However, I suggest that most rechargeables should ship with a partial charge.
If you are not comfortable with a zero-charge battery, then contact the seller. Maybe you received a poor example.

But, if you got a good deal on the battery - does it charge fully (and hold a charge)?
Could be all you need to do is charge it, and maybe it's completely normal for that particular battery to ship with no charge/dead.
I would doubt that, but the seller might give you a better answer (by replacing the one you received with one that has a charge)

From my understanding and from my observation, most Apple Smart Battery case does come with no charge out of the box.

I've purchased the Smart Battery Case twice from the Apple store and there was no charge both times. If you check some of the reviews on YouTube, when they open the box, they don't have any charge either.
