I think it's not accurate to generalize about all charging cases.
However, I suggest that most rechargeables should ship with a partial charge.
If you are not comfortable with a zero-charge battery, then contact the seller. Maybe you received a poor example.
But, if you got a good deal on the battery - does it charge fully (and hold a charge)?
Could be all you need to do is charge it, and maybe it's completely normal for that particular battery to ship with no charge/dead.
I would doubt that, but the seller might give you a better answer (by replacing the one you received with one that has a charge)
