Smart Rotate Not Working

Is anyone else having an issue where some of the Smart Stacks aren’t rotating? I have 3 setup on my Home Screen, 2 rotate but the third will not. I’ve deleted it and set it up again but no matter what I do, it won’t rotate.

Any thoughts?
