smcfancontrol - minimal fan speed?

i thought the minimum fan speed on a macbook was 1800rpm. on my smcfancontrol the minimum fan speed is 2007rpm. is this normal? safe to use when its running on battery?

it's 1000 on my core duo MBP, but since there is a single fan in the MB (I think), I could see why it would be higher. I run my MBP at 3500 and see no change in battery life
