SMS Forward ... Does Messages have to use the iCloud account?

My wife, daughter, and I share an iCloud account for our calendar, contacts, etc. but for Messages (and FaceTime), we each have our own Apple ID's so that we don't all see our texts.

I just updated my iPhone 6 to iOS 8.1. Went to my Messages settings and there's no "switch" to enable forwarding. Is this becaus my Messages account isn't the same as my iCloud account?
