SMS / no-data cell plan

Hello,

My daughter has a no-data cellular plan. Currently her cell number is registered with iMessage which means that she doesn't get the messages until she has wifi.

(1) Is it possible to deregister her cellular number from iMessage so that she only receives SMS texts when out-and-about, but still use iMessage with her iCloud account when she is on wifi? Or does she have to go fully SMS?

(2) If so, what combination of settings would I need to set?

(3) Also, if I deregister her number is there any problem reregistering it at a later date?
