Are there any plug-ins or apps that will send SMS messages when a new message is sent to a POP3 account?
 
Depending on your provider, you can send an email to a phone that will be received as an SMS message.

Not sure about the SMS thing, but you can use Mail 'Rules' to forward messages as they are received to any e-mail account (I am assuming the SMS message could get sent though the same way).

The rules are under FILE -> PREFERENCES -> RULES.... see attachments... I guess this would forward the whole e-mail, not just a notification to your phone, though. Well, this is a start.
