SMS over Wifi?

I am pretty sure I was able to do this before I upgraded to my iPhone 6S+ and now I can't send texts over wifi anymore. I am assuming it must be an iOS 9.1 feature and since I was a beta tester that's why it was working before? My new + is on iOS 9.02

That's not possible. You can send iMessage over wifi. Not SMS.

If you have wifi calling enabled it will work and will send as an sms when necessary.

That must be what it was! Wifi calling enabled.
