Sms shortcut not working from locked state

On iOS13 I had made shortcuts for sending text messages to out alarm system. Swipe right and press the shortcut button I made on today screen.

I had to put the shortcut button on the today screen again after installing iOS 14, but now the short cut only works when the phone is not locked. Unlock and swipe to the today screen and it works.

it’s iPhone 6S so no fancy faceid.

has anybody observed the same?
