Has this method worked for anyone? I tried it and got a restore error. I also have a refurbished iPhone 3GS 16GB it has the old bootrom but it is an MC model does this matter at all?

What method? Sn0wbreeze has quite a few problems and no one here will recommend it.
The 'MC' serial doesn't effect jailbreaking methods for the 3Gs.
What is the FW are you on currently?
check what google has to say about your specific restore error

I did try the restore to custom firmware on the 3GS. My firmware is 3.1.3 at the moment

Currently, to JB a 3Gs you must be on 3.1.2
To downgrade to 3.1.2 you must have your SHSH blobs stored locally or through cydia. This is not a process that can be completed now because apple has stopped singing for that FW version.
You cannot restore a custom FW on a 3Gs if it isn't already Pwned.

Thats probably why ill just need to wait until the dev team or geohot releases a jailbreak for 3.1.3/
