Currently I'm running a Mac Pro 5,1 (upgraded from a 4,1) with a Radeon 470 video card. I'd like to boot into my old Snow Leopard Drive (external) however the video card doesn't seem to be compatible as it just lingers on a black screen. I'll need to do this for a bit as I have old FCP7 files that I'll need to access. Is there a way to get the video card to work on Snow Leopard? If not what's the best video card to install in my MacPro? Maybe even allowing me to hold down the Option key and select my boot drive
 
I think you mean RX470.

You may use OpenCore UEFI GOP boot screen to run Snow Leopard (in this case, you should NOT spoof the Board ID into iMac Pro or the 7,1, which is very common for RX470 to activate HWAccel in modern macOS).

However, it will only allow you to display, but no acceleration. Even though FCP7 basically only need CPU, but I don't know if it can be opened without a supported GPU. Or if the screen is smooth enough for you to work with.
