Toolbar in the actions panel is no longer displayed at all; it's actually still there, it's just not visible.
Not a huge problem since the commands are available in the pulldown menus, but it's probably a good example of the types of minor CS3 issues one can expect in SL.

wierdness: after saving a file from Flash CS3, the Actions toolbar is now displayed correctly.
