Snow Leopard Sharing & Permissions Problem

Hello everyone.

Before 10.6 i used 10.5.
My Mac is a mini intel 1.83GHz 4GB RAM with intel GMA GPU

i have a problem with Sharing & Permissions Problem (with files)

On 10.5 OS X, used to be like this:


(Pick is from internet but u get the point)

But on 10.6:


is like inactive.
even if i click on padlock to unlock-it, then again. is inactive or ashen:



Anyone can help me?
Is snows problem or am i doing something wrong?
