So... Did ATT anounce who will be eligible for upgrades or is it as most would assume...when your current Iphone 3G contract is up?

Yep... it's called the Upgrade Advantage - they announced it in 2007, by the way.

It was a shame so many people thought it would be different for the iPhone. Maybe now they will have some sense.
 
it says on there for new customers and people eligible for upgrades! honestly i can wait another year or so til i get a new one. what i might do now is just go in and get a new 3g, cause mine has a big of a light leak, but thats it!

so if you bought a 3G, you aren't going to get it for $199 and they just made your resell value 50 bucks.
