The customer sent me an urgent message saying the address is wrong and gave me a new one to send it to (both in the same city at least).

I have no intention of doing this, but he paid for the ipad using paypal ($85, plus $11.00 for shipping) and I'm wondering if I should go ahead and ship it to original address (It looks like its covered under paypal seller protection) or wait to see if the buyer will agree to it being shipped there (the address is to a business of some sort).

Any advice on this would be greatly appreciated.
 
Agree - I wouldn’t ship to a new address, all changes need to be made on their end through PayPal to a confirmed address.
Also you should consider reporting their suspicious behavior to eBay and PayPal, in case they are a scammer or maybe the account has been hacked.
 
I've done this personally, where paypal still used my old address for the longest time after I changed it. Maybe require signature?
