i can make an account on ATT's website with info like the primary #'s last 4 SSN's and other information, then i am eligible to preorder one?
 
will this work for ordering online? Or will this allow me to preorder an iphone at my local att store
Both, this allows your to become a Retail Authorized user, so you can manage any aspect of the AT&T account.

Of course this may not matter "online" since they can't check your Photo ID but it is the best plan for all cases except Apple Store retail. The current Apple Corporate policy is that the Account holder be present for all activity. Individual local store policy may vary but this the policy.

When i added me as a user, all i needed was a name. If i intend on preordering online, how will it know that i am a user, because it never asked for my #
 
If you go to pick it up at an Apple store, I found out the hard way last year that it does not matter if you are authorized or not. Stood in line for who knows how long to be told we couldn't buy it without the primary (my dad) there, even though my mom and I were both "authorized." Funnily enough, walked across the street to the ATT store, practically walked right in and bought it with no trouble. So, long story short, go to the ATT store if the primary can't go with you.

Correct. Apple policy varies from store to store though. My apple store allows authorized contacts as long as they can call it in and ask for confirmation.

And as an authorized person, you only need a photo ID correct?

If you're online they can't see your ID.

Last four digits of Social Security number of the Account holder ( and/ or PIN/password if the account has one for security reasons (not that common)).

A billing address / shipping address and a way to pay for it.

Yeah but if you want to ADD A LINE, you must do this in store. So the account holder matters now since authorized users cannot add a line.

So i can only posses the account holders ssn, and my #, which is not the primary, and im good? rock on!
