This is what my upgrade options say that i'm eligible for upgrade prices on 7/31/09. Then it says i'm eligible for a 'reduced discount' on an iPhone at that same date. Does this mean I'll be paying the advertised prices for the 3GS then or somewhere in between that and the crazy 599/699 dollar prices that I'd be paying now?

I think the reduced discount is something like $399/$499.
 
Plus an $18 contract extension fee. So the reduced discount is Normal Price + $218.

Basically they are just charging you for ending the original contract early if you want to look at it that way.
