Well they could if you ripped out the gyroscope from a iPhone 4 and stuck it in a 3GS.

Depending upon how important the gyroscope is to the game they might be able to work, but at much lesser extent. Games heavily using the gyroscope will not be able to work on the 3GS.

I just thought of an app that measured how fast your car went not by using GPS, but the angular acceleration of the differential in the gyroscope. Although it's a bit risky to use
