So what exactly is "Other" storage?

It is taking up 1.95gb of space on my iPhone 5S. Not cool. Any advice/tips to get this down?

You cannot really get this down, because the "Other" actually represents the system reserved partition for iOS itself. However you can try downloading a third party cache cleaning tool, I find Battery Doctor to be one of the best.
