So will all my "HD" iPad apps work with iPhone 4?

No, the iPad apps are incompatible with iPhone.
I noticed on Cro-Mag Rally (which has just been updated for Retina display) that the splash screen was full-screen on the iPad, but game play was iPhone-sized, and I had to double it to fill the screen.
