Software for Photo Submission

On a website, are there any free programs where people visiting the site could add upload photos for let's say, a "Photo of the Month" contest?

I don't know, it is beyond my ability ... but the thread is now in the web design forum, so there should be someone to point you in the right direction.

A forum could be used this way. MR has had photo contests even. I've never used any specific to what you're wanting, but I'd recommend just searching around on the net, there's likely something along these lines.
