Software that controls mouse settings

I swear I have seen a Preference Pane or application that allows you to set the mouse buttons per application. I have searched around but am not having any luck. Can someone point me in the right direction?

Thanks. I downloaded but since it's an hqx, I can't open it. I installed the shareware version of StuffIt, but it just craps out everytime I run it. Is there another tool that can decompress hqx files?
