Software to limit data connections when tethering

Hey everyone! Been searching a while and haven't quite found what I need or at least I don't think I have.

I need something to simply limit what has access to an internet connection when I am tethering. I want to be able to enable this by a profile and switch profiles. Another use would be on a cruise ship. Internet is very slow so I'd want to only use what I need for whatever application I need it for.

Can someone recommend an app that would help me do this?

I have looked at Little Snitch and Hands Off and also RadioSilence. The author for RadioSilence already told me can't do what I am looking to have done.

I believe Little Snitch does what you want, not sure why you "looked at it" and then moved on?

I can't help but feel that it does more than I need I guess? I will use it if that's all there is (Kinda guessing that may be the case...)
