Software Update Showing Beta Updates

Ever since upgrading to 16.4 in Software update I have two options: Automatic Updates and Beta Updates.
In Beta updates the options are off or developer beta. On my other iOs device running 16.4 (but with a different Apple ID) it only shows Automatic updates with no mention of the beta updates. I am NOT a developer so why would one device show beta software?
