Why can't we download 9.0.1 update over cellular ?

even though cell connection probably would be less reliable than wi-fi, it can could be done.

Its only downloading, not installing.. and verifying the update with Apple, that is technically still not installing since the phone has not gone into DFU mode at that stage....

In any case if a failed update did occur more often u would not brick your phone, so why does Apple think so ? and restrict it from such ?

I'm also downloading iOS 9.0.1, but on iPad, on wi-fi its only 35MB, but when i try "update"in itunes, its 1.84 gig. Can someone explain why its so huge ? I thought there was a difference between "update" and "restore", but in both cases in itunes it downloads the full iOS anyway. I'd rather not do this..
 
You can never download software updates over cellular.

It makes sense though. Lessens network congestion.

And for those that say "Oh, but I have an unlimited data plan." Well, my response is that the majority of others don't and also share the same network and towers, so it's good for unlimited data customers to not hog the network this way.
