Hi, I sold my mac mini without resetting it.
Can the new user run CMD+R and setup as brand new as per his own account ID ?
Or do I have to call it back again and do something?
 
Yes, that will start internet recovery and then the new user can proceed to erase both partitions. I would then go into your Mac account in the settings app --> Apple ID --> scroll down to your devices, look for the Mac you just sold, click on that device and the next window will have a "Remove From Account".

If it’s a 2014 or older, no worries - they can just erase it. If it’s a 2018 it has the T2 security chip (or 2020 with M1) so will be “Activation Locked” to your Apple ID, use the Find My app to remove it. Then they can erase & use it.
 
Its Mac Mini M1 2020 model.
So, I can simply remove device and it will auto get removed ?

Then he can connect it to monitor and simply do CMD+R and start new setup ?
 
You sold an m-series Mac.
Thus, the new owner can use the "erase all content and settings" option, which will do what the new owner needs. It will "wipe it clean" of ALL of your data, remove it from your iCloud, etc.

HOWEVER, there's a catch.
In order to run this option, the new owner is going to need YOUR administrative password.
Are you willing to provide it?
This feature will not run until a password is entered.
