Thanks to reddit I found an application that stops Safari from taking over the media keys (as it does in High Sierra). Now I no longer have to wonder why a youtube tab is playing when I press the play/pause button instead of Spotify.

This application have other nifty features like:

- Programming media keys on non-Apple keyboards
- Removing and adding applications/websites that can use the media keys
- It has a "Pause playback when headphone is removed" feature (like we have on iPhone/iPad), but I can't get that working on my MacBook Pro.
- Notifications when you change tracks in an application. Shows song name/album/artist.
- You can use the Apple remote to control media playback.
 
This didn't work for me, but BetterTouchTool works great thankfully. check screen shot below, very easy to set up:

Edit: On my apple wireless BT keyboard, the media keys correspond to the F keys in the screen shot (just to clarify)
