If you go onto the Apple store now, and then select the phone you want (color, storage, AppleCare, etc), at the bottom it will tell you the delivery window (likely late October for 13 Pro Max), and it will also tell you that it is not available at the store near you:

However, if you click on the store name, a pop-up window comes up:

This window shows in-store pickup availability in REAL TIME. If you click on any of the options - like change from Blue to Gold, or 128gb to 256gb - the availability updates in real time with pickup availability at stores near you. I have 12 stores near me (well, two in Austin, and then it is including Dallas, Houston, and San Antonio). Every time I click a new color or other option, the store availability updates. And let me tell you -- it is updating ALL DAY LONG.

Keep clicking for a few minutes and availability will pop up out of nowhere:

I wanted a 13 Pro Max, 256gb in black. I just kept clicking. The blue was in stock for about 5 minutes, then the gold was in stock but not near me, then the blue was back in stock, but at different stores. It was updating minute-by-minute for most of the day. Twice I got my phone into the cart for checkout, and it was gone by the time I went to pay. But the phones were coming back in stock all day. So I just checked a few times throughout the day, watching it or 10 minutes or so at a time. Each time I looked, there were phone of all models coming in stock for pickup on Friday 9/24. Availability was changing minute-to-minute, so know what you want and be ready to click fast.

If you haven't yet ordered a phone and really want to pre-order now and pick-up in-store on 9/24 - it is not too late. Just go to the Apple Store (especially in the morning), load up this window, and just wait for it to be in stock. They are coming in all day long.

Several of the Best Buy’s in my area still have where you can preorder for in store pick up on release day.

I’ve noticed that too. They all seem to be AT&T though (I’m Verizon)
 
I've noticed that they do update quite often. So those missed the pre-order for launch day delivery, still has a chance of getting a launch day device.
