Some preferene panes will not open

I just noticed that several system preference panes will not open on my Mac Pro running 10.13.6.
Here is an example:

Any suggestions?

Install the combo High Sierra 10.13.6 update over the top of your current installation of High Sierra. That should restore your System Preference panes. You will not lose any data this way.
