Someone gifted a $65 App to themselves on my account...

Got an email with an iTunes receipt for the some $65 TomTom app that I DID NOT buy. Got on my itunes and it shows it was a gift for some email address. How could this have happened and does anone know how I can contact Apple to hopefully get a refund?
