Someone is stalking a girl by the spoof thing

I know, Ispoof is like a fun program for spoofing and stuff but 1 guy uses the Ispoof thing for stalking a a girl which is his ex gf and hes going too far... talking crap and call her like 50 times a day with voice messages and stuff... she tried to block his number but he changes it all the time...
Is there anyway to block him from the inside like so he wont be able to use Ispoof on her?

Not really much they can do, she has to prove that its really him. And since it spoofs the number, they trace it back to the actual number, not his number.
