Don't iPhones usually have "Personal Hotspot" and "Carrier" in the settings menu? My Sprint 4S doesn't have this and it just made me curious if restoring from an iPod Touch backup messed something up.

Not all iPhones have the "Carrier" settings. It depends on if its allowed by the carrier. The "Personal Hotspot" settings appear on the main settings menu after the feature has been enabled in the Network settings and the appropriate plan has been added.

Alright thank you. I just want to make sure that using an iPod Touch backup doesn't mess things up.
