Sometimes I can't interact with notifications on the lock screen

Does anyone else have this issue? It's driving me crazy! I unlock my phone, and try to interact with notifications. Tapping and swiping on them does nothing. Sometimes if I go to the home screen and back I can interact, sometimes I have to do it twice.

I'm just wondering if this issue is affecting anyone else or if it's a problem with my phone.

I have an iPhone 11 Pro Max.

Same problem here, when something is playing in the background, like music and the big cover is chosen.
If i click on the cover to minimize it to the mini-player, i can interact with the notifications again.
