Why is it that in OSX, when a box pops up with option buttons that can be selected (such as: in the print dialog box -preview- supplies- cancel- print buttons) that I can't just use the tab key or the right/left arrow keys to zoom through those options, and not use a mouse?

Use the tab key to switch the light blue halo among the buttons, and use Spacebar (not return) to trigger the button. Only the default big blue button will respond to the Return key.

You could also use shorcuts like Cmd+C to cancel, or Cmd+D for Don't Save.

Preferences -> Keyboard and Mouse -> Keyboard Shortcuts -> Full keyboard access -> select "All controls"

No, I don't know why it's not enabled by default.
