Songs not working in Zelda - Sixtyforce

Hey, so I'm having trouble in Zelda:Ocarina of Time AND Majora's Mask, in both games, certain songs including: Epona's Song, Temple Songs, Song of Soaring, have no effect. (Others songs are fine: Song of Time, Zelda's Lullaby...) I learn them, they are in my inventory, but when I play them nothing happens. I've beaten these games several times in the past, so you can trust me when I say I'm doing everything correctly. Please help! I can't beat either game like this.
