I'm seriously thinking about picking one of these up and stuffing it full of 4TB Samsung 990 Pros. 32 TB should last me a while. The question is, does this card work well in a 2019 Mac Pro? I know I won't get full PCIe 4 speeds, but I don't really care as I'll put it on a 16x slot and move my PCIe 3 4x4 card to an 8x slot. Anyone have any experience with this set up?

I know there was some issues with early versions of Sonoma in that only 4 of the 8 slots would be recognized, but I'm assuming those were fixed. Does anyone know? And for that matter, what is the minimum OS requirement to use this card (if any, as it really shouldn't matter, but I know Sonnet + Samsung == weird compatibility exceptions)?

Yep, brilliant device in my MP7,1 for some time now & unlike some others there have been zero driver issues.

There was an OWC SoftRaid issue caused by Aplle lack of customer care, where various SoftRaid arrays would so longer mount (idiots, seem to have no pro users in say film or audio?) In any case, is finally fixed now with latest Sonoma version. With earlier systems there was no problem.
 
With a PCIe 3 x16 slot, you can get full PCIe 4 speeds from up to 2 PCIe 4 x4 devices.
