My Downloads Dock folder is sorted by Date Added with the most recent download up top. Can I reverse that order? Scrolling can be a nuisance.

Yes, that's what I'm asking. Interestingly, if I sort by Grid the most recent downloads are at the top as well but the folder opens from the top unlike sorting by List.
 
I think it will be just as easy for you to open the Downloads folder in the finder, and then you can sort the list as you need it. Ignore the dock Downloads icon, or just move it out of the dock, so you are not tempted by the dock icon.
You can make an alias of the Downloads folder, and put that alias anywhere that suits you...
Or, just use a smart folder to keep the things that you need to keep current all in one folder. Easy-peasy!
 
Think you're right, DeltaMac. Kinda of funny though that when you open in Finder you're presented with the top of folder as opposed to the Dock. Seems like a design flaw.

I prefer to think that it's not a flaw, but just a design decision - for somewhat less versatility.
Keep in mind that the Dock is different from the finder, and in some ways, a unique service on your Mac.
There's probably a way to do that in Dock, but Apple doesn't provide a GUI to do it.

I did find a tip that may help you in another way:
When you click on the Downloads folder in the dock, and the item that you want is at the top of the list - press the right arrow key, and the top item is selected first.

Change options - View content as "Fan" instead of list - the most recent one will be at the bottom now.
 
You need to have a version of the system that still has "Fan" as a choice. My macOS 10.12.1 system does not have "Fan" as a choice in View Content.
Not sure how long ago Apple dropped Fan, but not there in new systems.

It is, have to have only a few in there and dock on Bottom, I had dock on side and it doesn't work moved to bottom and it does. I'm in 10.12.1

Ah, OK.
I have had my Dock perched on the right side of the screen for, well, since I first started used OS X with original public beta (more than 16 years now!) .
I forgot that the dock appears and works slightly differently at the bottom :D
