Sound check not working

for some reason, I cannot get soundcheck in Apple Music to work. With it on, I have to adjust the volume on about every other song. It’s either too loud or too soft. With it off, same thing and maybe even worse. Is there a way to troubleshoot this? Also, this is music downloaded from Apple Music. Thinking about going back to Spotify because of this, annoying to have to constantly reach for your phone to change volume.
