I feel kind of stupid asking about this, considering it's such a simple thing, but all my sound effects have stopped sounding off. Stuff like Mail.app's airplane whoosh when you send a message, and the usual bong sound when an alert pops up on screen. I'm confused because I don't recall installing any new programs or changing any settings. I've allready checked out the system pref sound pane and everything seems to be fine. All levels are up and unmuted. Any ideas?

If you are on OS Tiger somebody recomended starting Garageband and quitting it. Garageband resets core audio and that could bring all other sounds back. It's easy and can't harm. Give it a try.
