Sound effects output switches on every reboot

I set my "sound effects" output to be the built in speakers in my Mini while the "output" tab is set to headphone out, but every time I reboot the "sound effects" tab switches to headphone out as well. I want to keep "sound effects" switched to internal speakers and would prefer not to have to manually change this on every reboot.

Is there some way to fix this or is this a bug?
