The volume icon has appeared on the desktop in the finder and I can't get the volume control at the top bar to go up in volume. When I slide it up the volume goes up but immediately drops back down and takes the sound with it.

The icon is about a 2 inch square with a speaker showing sound waves (3) with a diagonal line through it from top left to bottom right. When I try to adjust the volume at the top a dashed line moves left to right on the icon and goes away at the same time the volume control drops back down.

It didn't start when I was using the computer. It started while I was busy outside. When I came into the office it was just there at the bottom of the screen above the dock.

I restarted the computer and ran fsck -f but it appeared instantly upon exit from the registry and the finder restarting. I am mystified. I just want to get it to turn off.
