Space available on a 16GB 6s after a fresh restore?

Pretty simple question! How much space is available when the phone is first set up/restored fresh?

10?!? Wow, so much for iOS 9 being "lighter!" Though, I guess Apple was just referring to the size of the download, not how much space it takes on the actual device. What a shame...

It's not 10GB. It's 11.8 or something like that close to 12GB.
