Spaces Application Order

Spaces used to open all new application windows to the right of whatever Spaces were already there but lately it's been prioritising Apple applications and opening them ahead of all other applications in Spaces. I've tried all the settings and nothing seems to change this behaviour. Is this simply now the new paradigm or is it a bug? Is anyone else experiencing this and, if so, have you been able to fix it?

Not sure if you're experiencing a bug, but the setting you're looking for is "Automatically rearrange Spaces based on most recent use"

I've tried all the settings and nothing seems to change this behaviour.
