How should this new spatial scenes feature work?

I can open a photo and click the spatial scenes icon, and it creates the effect, but then I can’t seem to save it.

When I open a wallpaper, there seems to be no option to convert the image to a spatial scene.
 
The spatial effect is temporary in the Photos app. You can make it stick for wallpapers or in the Featured Photos widget.
 
Temporary? What’s the point of that?

How do I make it stick for wallpapers, I don’t even see the spatial effect button when creating a wallpaper.
 
I don't know what the specific requirements for enabling the spatial effect on a wallpaper are, but the option is only offered for photos that meet those requirements.

My guess would be: high resolution, obvious foreground element(s) clearly separated from the background.
