It seems that in Pages '09 if you go to the next line by hitting the "enter/return" key it leaves a bigger space between lines than if I continued typing on a line so it went to the next line (or hit the space bar until it went to the next line). Can this be changed?
 
I can't seem to replicate your issue. I will admit that Pages 08 used to do that, but 09 has been pretty golden for me

Select the text you are having problems with.
Open Inspector > Text > Text > The Before and After paragraph sliders should be set to 0pt if you don't want a difference between the paragraph spacing and the row spacing.

The return key starts a new paragraph.
