Do they carry spanish keyboards (usb ones and in laptops) in retail stores?
 
in the US nope, unless there is a heavy Spanish Speaking population. They have to be ordered from online. You can change them yourself, normally.

Im thinking about Tucson, AZ, south of Phoenix

They didn't have them at the Costa Mesa, CA store last year when I asked. I was told to make a trip down to TJ to get one.

BTW, OP...do you know you can change the keyboard layout in software by going to Apple > System Preferences > International > Input Menu? After that, It's just a manner of remembering that your bracket keys are now accent keys, the colon key is the ñ, and that all the symbols are moved around (I remember @ is option-G, but I forget the rest). It's not that hard to get used to after a while.

and you cannot order them separately unless from a third party. if you have a friend in spain, they could order an apple keyboard and have one delivered to their address, and then they could ship that to you (this is the only way to get one from apple). otherwise, go 3rd party or as suggested.... use the software.
